Campbell outlines county disability services funding

Carrollton Rotary Club members heard from Matt Campbell during the club's June 23 meeting at the Villa Restaurant.

Campbell is superintendent and director of services and supports for the Carroll County Board of Developmental Disabilities. He discussed his 27 years with the board, including the past 19 years as superintendent.

He spoke about the state's ever-changing policies regarding requirements and funding, rising operating expenses and the broad range of programs that serve individuals with developmental disabilities. He also discussed the importance of avoiding conflicts of interest.

Campbell reviewed the board's budget and funding process, explaining the need for appropriate carryover funds at the end of each fiscal year because reimbursements from many funding sources are not received until after expenses have already been incurred.

He said the Carroll County Board of Developmental Disabilities and neighboring boards are operating well, although some boards elsewhere in Ohio are facing financial challenges. He noted that a significant portion of the local board's funding comes from county property taxes and said the board could not operate in its current capacity without that revenue.

The board provides a wide range of services and supports for individuals with developmental disabilities and their families. Programs include Early Intervention; the Carroll Hills Family and Children's Program Center preschool and school-age classrooms for students ages 5-21; community employment services, including job coaching, job training and transportation; Carroll County Special Olympics; and the Carroll County People First Advocacy Group.

Campbell also serves as president of the Carrollton Rotary Club.

The club also welcomed guests Tom White, a former member, and John Clark, a community resident interested in Rotary.
