SCOC advocates visit Tiffin, Fostoria PD

TIFFIN — Seneca County Opportunity Center advocates Sean and Ruben recently visited both the Tiffin and Fostoria police departments to share important information about Keith’s Law and the Blue Envelope Program, emphasizing their commitment to improving communication and safety for individuals with communication disabilities.

HB 144, known as Keith’s Law, was recently passed in Ohio, which allows anyone with a medically-diagnosed communication disability or those who regularly transport an individual with one to voluntarily enroll in a database. 

During emergencies or traffic stops, first responders will be alerted by the database, enabling them to respond more effectively and reduce misunderstandings.

The Blue Envelope is a simple, discreet tool designed for drivers or passengers with communication disabilities to alert law enforcement officers that they may need extra patience or alternative communication methods.

Each Blue Envelope contains a decal, wallet card, and space to include essential documents such as a driver’s license, vehicle registration, proof of insurance, and critical information to assist officers during interactions.

Blue Envelope packets can be obtained through the individual’s Service and Support Administrator or at the Fostoria Police Department, Tiffin Police Department or Seneca County Sheriff’s Office.
