MC Commissioners appoint new MCBDD board member

TROY — The Miami County Commissioners appointed a new Miami County Board of Developmental Disabilities (MCBDD) board member and authorized and signed a contract for transportation for juveniles and/or their families to court-ordered services during their meeting on Tuesday, Dec. 9.

The commissioners appointed David W. Lewis to the MCBDD board at the request of Brian Green, superintendent of the MCBDD. Lewis will fill the unexpired term of DJ Gayhart, who was promoted at work and is unable to remain in the board position. Lewis is employed at Edison Community College. He will finish Gayhart’s term, which is set to expire on Dec. 31, 2026.

The commissioners authorized and signed a contract for transportation for juveniles and/or their families to court-ordered services, with transportation provided by Community Rides, Troy, at the request of the Miami County Juvenile Court. Transportation will be provided to the juveniles and/or their families, with the court agreeing to pay $100 per class session for which transportation services are provided, regardless of the number of participants transported.

Community Rides has agreed to transport up to five participants per class session. The contract is effective from Nov. 1, 2025 through Nov. 1, 2026. The cost is not to exceed $18,500 per year.

In other business, the commissioners approved or authorized the following:

• A revised fee schedule for the Miami County Animal Shelter to go into effect on Jan. 1, 2026.

• The purchase of an Uninterrupted Power Supply (UPS) warranty extension as requested by the Miami County Communication Center. The commissioners accepted the quote from MNJ Technologies, Buffalo Grove, Illinois, authorizing the center to purchase Liebert APS Modular UPS extended warranty and maintenance for the recently purchased uninterrupted power supply unit system at the backup 911 Center. The cost is not to exceed $6,175. The Miami County Communication Center Board of Directors approved the purchase on Nov. 19.

• The purchase of ArcGIS Pro Migration Software (Motorola) at the request of the Miami County Communication Center. The commissioners accepted the quote from Motorola Solutions and authorized services to complete the mandatory ArcGIS Pro Migration and the Flex servers. The services are necessary for Motorola’s migration from desktop to Pro. This will allow the center the ability to then join the countywide ESRI platform once completed. ESRI ArcGIS to Motorola Flex is a sole-source proprietary software. The Miami County Communication Center Board of Directors approved the purchase on Nov. 19. The total cost is not to exceed $9,974.84.

• The Miami County Communication Center Board of Directors 9-1-1 Plan Addendum revisions. The center’s board of directors met on Nov. 19, and at that time, they approved the recommendation to the Miami County Commissioners to authorize the revisions to the Plan Addendum. On April 2, 2024, by Resolution No. 24-04-375, the commissioners acknowledged the amendment to the Miami County Communication Center Board of Directors 9-1-1 Program and found that the Miami County 9-1-1 Program Review Committee convened in accordance with O.R.C. 128.06.

• The sixth release of Financial Guaranty for the Emerson Crossing Subdivision No. 2 at the request of the Miami County Engineer’s Office. The commissioners authorized the release of the sixth and final release of $89,599.87 from the Financial Guaranty submitted by 3-GEN-D, LLC, for the construction of Emerson Crossing Subdivision, Section No. 2. This release is a partial reduction of the referenced Escrow Agreement and constitutes final acceptance of the constructed facilities. The Miami County Commissioners Board Clerk was directed to notify Greenville National Bank, Greenville, Ohio, to issue a warrant for $89,599.57 to 3-GEN-D, LLC, for the constructed facilities, leaving $71,504.33 in the Escrow Agreement, which will serve as the 12-month maintenance warranty for the completed construction items.

• To establish Township Road in Northbridge Trail, Emerson Crossing Subdivision, at the request of the Miami County Engineer’s office. The action establishes Northbridge Trail in its entirety, as a public thoroughfare of the Miami County Highway System and is designated as a township road to be maintained by the Concord Township Trustees. The road is to be given the number 1342 on the Miami County Road System, as requested by the Miami County Engineer.

• To sign an employee requisition for a Social Services Worker/Adult Protective Services at the request of Miami County Job and Family Services (MCJFS). The position is for a Social Services Worker/Adult Protective Services I and is a full-time position. The pay range is from $21.56 to $29.17 per hour. The position is available due to the departure of Gretchen Holland.

• To accept the 2025 Delinquent Real Estate Tax and Assessment Collection (DRETAC) fund reports at the request of the Miami County Prosecutor and the Miami County Treasurer. The commissioners acknowledged receipt and review of the Miami County Prosecutor’s and Miami County Treasurer’s 2025 DRETAC Fund Reports submitted in accordance with O.R.C. 321.261.

• To sign a contract renewal and establish fees for the Weekly Household Hazardous Waste Program at the request of the Miami County Sanitary Engineering Department. The action authorizes the department to hold weekly household hazardous waste drop-off events from April through September 2026. The commissioners authorized the services as part of the second and final renewal for Environmental Enterprises Inc., Cincinnati, Ohio, for the proper disposal of household hazardous waste, including lighting items and battery-related items, at a total cost not to exceed $74,000.

The commissioners also signed a notice of renewal for the Weekly Household Hazardous Waste Program and directed the Solid Waste District to charge fees of $1.00 per pound for all items disposed of, which will offset costs for the proper hauling and disposal of the collected items by Environmental Enterprises, Inc.

• To sign a contract for police protection for the Village of Pleasant Hill at the request of the Miami County Sheriff’s Office (MCSO). The contract is for the purpose of providing 24/7 police protection. The village agrees to pay Miami County $46,872.96 for the entirety of 2026, with half of the costs to be paid by June 1, 2026, and the balance paid on Nov. 1, 2026.

• To sign a contract for Medication Assisted Treatment Support through the Tri-County Board of Recovery and Mental Health Services at the request of the MCSO. The commissioners authorized and signed a Contract for Medication Assisted Treatment Support with the Miami County Sheriff and the Tri-County Board of Recovery and Mental Health Services to provide Medication Assisted Treatment (MAT) to consenting and qualified inmates of the Miami County Jail and/or the Miami County Incarceration Facility who are addicted to narcotics.

Tri-County is willing and able to provide the MCSO with the medications and supplies necessary for a MAT program in the Miami County Jail and the Miami County Incarceration Facility at no cost to the MCSO. Tri-County will also reimburse the MCSO at $400 per month for physician services. The term of the contract is for the entirety of 2026.

• To acknowledge receipt of the MCSO monthly expense account for the period ending Nov. 30, in accordance with O.R.C. 325.07.

• To accept tree removal at the Miami County Sheriff’s Training Center at the request of the Miami County Facilities Department. The commissioners accepted a quote from C+W Tree and Outdoor Services, New Carlisle, as requested by Facilities Director Ben Howlett for tree removal services at the Miami County Sheriff’s Training Center. C+W Tree and Outdoor Services will remove all of the debris from the fallen tree, the removal of the adjacent tree, and the grinding of the stump from the standing tree. The cost is not to exceed $4,000.
