Ohio's Blue Envelope Program helps drivers with disabilities feel safer behind the wheel

HILLIARD, Ohio — The City of Hilliard Division of Police is launching a new program designed to help improve interactions between police officers and drivers with disabilities.

There are currently 74 counties participating in Ohio’s Blue Envelope Program or a similar initiative. They’re all focused on making traffic stops and other encounters between law enforcement and drivers with disabilities safer and less stressful. 

Ohio’s Blue Envelope Program is designed for people with conditions or disabilities that may affect communication or the ability to follow verbal instructions if pulled over by police. One participant is 18-year-old Aidan White, a new driver from Hilliard.

“I have autism. I have a service dog named Crispi,” Aidan White said. “I also have a medical condition that may impair my speech or behavior.”

Aidan’s mom, Katja White, said the program gives her son an added sense of freedom and reassurance as he gains independence behind the wheel.

“I think the point of having a driver’s license and being able to drive is really to give him added independence and added freedom to go places by himself and, yes, it just gives me a lot of peace of mind,” Katja White said.

Drivers who participate in the program can include information about medical conditions or accommodations they might need, such as additional time to answer questions, inside their blue envelope. The envelope also comes with an optional car decal, which can alert first responders during a traffic stop or emergency that someone in the vehicle has a disability.

Detective Brandon Long with the Hilliard Division of Police helped bring the program to the city.

“No matter who you are, if you get stopped or the lights go on, you get nervous,” Long said. “And so, our hope is this helps some people reduce their anxiety when they’re facing first responders.”

Participants are encouraged to keep the blue envelope in the car, along with copies of their driver’s license, proof of insurance, registration, and any other relevant documents.

“It feels pretty easy that I can just hand this to the officer,” Aidan White said. “You don’t have to talk too much. Just hand it to him. He can go over it, and it’ll take less time out of his day and mine included so he can do his job.”

For Aidan White, Ohio’s Blue Envelope Program isn’t just about convenience; it’s about building trust and compassion between law enforcement and the communities they serve.

Ohio’s Blue Envelope Program is made possible by a grant from the Ohio Developmental Disabilities Council, with support from the Southern Ohio Council of Governments and the Southern Ohio Advocacy Group.  

In the City of Hilliard, the envelopes can be collected from the lobby of the Safety Services Building, 5181 Northwest Pkwy, Hilliard, OH 43026.

The envelopes are also available at participating County Board of Developmental Disabilities offices and law enforcement agencies across the state.
