The Mentor-on-the-Lake Police Department has announced a new partnership and collaboration with the Lake County Board of Developmental Disabilities to streamline communication between law enforcement, fire/EMS services, and drivers/passengers of motor vehicles who have physical, mental or developmental disabilities
The introduction of Ohio’s Blue Envelope Program is designed to allow for a better understanding of how to best interact with individuals with special needs.
The goal is to ensure safer and more productive interactions for both law enforcement, emergency services and members of the community.
“Providing additional resources for individuals with invisible disabilities is critically important because not all challenges are immediately apparent,” Lt. Tina Messinger said. “Many people live with conditions such as autism, sensory sensitivities, anxiety or other special needs that can make stressful situations — like a traffic stop or a police interaction — overwhelming. Without understanding or proper tools, these encounters can quickly escalate despite everyone’s best intentions.
“Programs like the Blue Envelope Program help bridge that gap,” she added. “They give law enforcement officers valuable insight and awareness, allowing interactions to be more patient, compassionate and effective. When officers are equipped with this knowledge, it leads to safer, more positive outcomes for both the individual and the officer, while building trust within the community.”
According to a post on the department’s Facebook page, The Blue Envelope Program consists of an envelope and several easily identifiable promotional items available to the public at no cost. The Blue Envelope can contain all the relevant documents to the individual’s condition, emergency contacts, personal notes and any other forms of critical information.
There is also a 3-inch window decal that can be displayed on the vehicle’s rear window, indicating the possible presence of a Blue Envelope driver or passenger on board.
Lastly, there is also a wallet card that can be carried that will contain information about his/her disability.
The use of any of the items is optional, but it is also encouraged to help ensure a positive and productive interaction for all parties involved. This program can also benefit those with dementia, Alzheimer’s or any mental health-related concerns, even if the individual doesn’t drive.
The program is designed to foster understanding and minimize the risk of miscommunication with people who have invisible disabilities.

To receive a Blue Envelope, go to the Mentor-on-the-Lake Police Department and the dispatcher will distribute. Individuals can also email Messinger directly at policelt@mentoronthelake.gov with any other questions.
Mentor-on-the-Lake has created a special needs/autism registry. The registry can be found at www.mentoronthelake.gov under police forms or one can be picked up at our station at any time.
Completed registries can be dropped off or emailed directly to Messinger.
Residents are asked if they have completed one in the past, make sure to update it so the department has accurate and current information as well as a current photograph.
