TROY — The Miami County Commissioners acknowledged the submission of a grant application and the subsequent award that will benefit children with developmental disabilities and accepted a quote for a billboard that will display winning artwork during their meeting on Tuesday, Dec. 2.
The commissioners acknowledged the submission of a grant application to the Miami County Foundation, as well as the subsequent awarding of a grant from the Miami County Foundation, at the request of Melissa Nichols, Director of Community Awareness & Opportunities for the Miami County Board of Developmental Disabilities (MCBDD). The commissioners learned on Oct. 27 that a grant submitted in September 2025 had been approved for $1,800.
The MCBDD grant funds will be used for the purchase of special Tomato Soft-Touch Sitters. They are specialized chairs with mobile bases to help children with developmental disabilities meet developmental milestones through safe adaptive seating.
The commissioners accepted a quote and authorized services, as well as signed a contract for billboard advertising with The Lamar Company of Dayton, at the request of the Miami County Sanitary Engineering Department. The billboard will be used to display the 9th annual Billboard Art contest winners. The 2026 theme is “Celebrating 250 Years of America: Building a Sustainable Future Together.”
The billboards will be displayed in Troy on County Road 25-A on Dye Mill and Eldean Road. The total cost is not to exceed $2,110.
The commissioners also tabled two requests by the sanitary engineering department, the first to revise and establish sewer rates in Miami County Sanitary District No. 1, effective on the February 2026 bill for the previous meter read period., the second to revise and adjust water rates in the Miami County Sanitary District No. 1, effective on the February 2026 bill for the previous meter read period.
In other business, the commissioners amended a resolution to authorize and sign a Commercial Building Code Enforcement Agreement with the Village of Hollansburg in Shelby County, at the request of the Miami County Department of Development (MCDOD). The commissioners amended the Resolution dated Oct. 7, and acknowledged the Building Code Enforcement Agreement with the MCDOD and the Village of Hollansburg, in Darke County, Ohio, and not Shelby County, as previously stated.
The commissioners also authorized or acknowledged the following resolutions:
• To sign an agreement with the Ohio Department of Children and Youth (DCY) Grant Agreement at the request of the Miami County Juvenile Court (MCJC). The commissioners amended Resolution No. 25-09-1184, dated Sept. 30, as requested by the Miami County Juvenile Court Administrator and signed the amended Ohio Department of Children and Youth (DCY) Grant Agreement. The amendment is necessary because the Ohio Department of Medicaid (ODM) is no longer required to determine Medicaid eligibility for Title IV-E children, which required the MCJC to maintain read-only access to ODM systems.
• Credit card expenditures for the commissioners’ office for work-related expenses for Calendar Year 2026, in accordance with Ohio Revised Code (O.R.C.) Section 301.27.
• To appoint Joel Smith, Miami County Emergency Management Agency (EMA) director as interim commissioners administrator, with all rights and permissions assigned to him for that role, including the authority to perform functions and duties on behalf of the commissioners that have been assigned to Michael Clarey in accordance with the Miami County Commissioners Resolution 23-01-35 beginning Dec. 3. The action is being taken due to Chief Administrative Officer Michael Clarey’s approved leave. Smith will be paid $500 per week for the additional duties.
• To award a contract and sign an agreement for the 2025 Multi-Function Printer Replacement Project at the request of the Miami County Auditor and IT Departments. The commissioners awarded the project to Perry ProTech in Lima. The five-year equipment lease agreement with Perry ProTech will replace the older Ricoh units with Konica Minolta multi-function units in most county agencies. The cost for the project includes 60 monthly payments of $4,352, with any overages to be billed according to the terms and conditions. The commissioners authorized contract negotiations with Perry ProTech on Sept. 16.
The commissioners will not meet on Thursday, Dec. 4, due to attending the County Commissioners Association of Ohio/County Engineers Association of Ohio CCAO/CEAO Annual Winter Conference to be held in Columbus.
The commissioners will participate in the Piqua Downtown Holiday Parade on Saturday, Dec. 6, at 2 p.m.
