Wayne County voters are preparing to decide the future of developmental disability services in the Nov. 4 election. The proposed renewal of a 1-mill tax levy for the Wayne County Board of Developmental Disabilities (WCBDD) seeks to maintain funding for programs from birth through adulthood, serving 901 local individuals.
“This renewal sustains vital services throughout a person’s life,” said Terri Heffelfinger, WCBDD office manager. “From early intervention to adult day programs and residential supports, these funds make a real difference.”
Key details of the levy
Purpose: To fund community programs and services, including early intervention, Ida Sue School, transition services, and adult supports like case management, employment navigation, day programming, non-medical transportation, and residential care.
Annual revenue: $2,976,112, as estimated by the Wayne County Auditor.
Cost to homeowners: Approximately $23 per $100,000 of appraised property value, no increase since the levy was first passed 10 years ago, even after recent revaluations.
Duration: Five years, commencing in 2026, first due in 2027.
What happens if it fails?
“If the levy does not pass, we may have to eliminate non-mandated programs,” Heffelfinger explained. State policy only requires funding for waiver-related services, meaning local programs like early intervention and transition supports could face cuts.
Feedback has been largely positive. “People understand this is an ‘outside’ millage, their cost hasn’t gone up and won’t for another five years,” Heffelfinger noted. The levy’s rate remains fixed despite rising property values, keeping taxpayer impact stable.
The WCBDD has held one public forum and one informational meeting as of Oct. 27, with outreach continuing through its Political Action Committee.
“We encourage everyone to learn about the programs this levy supports,” Heffelfinger said. “It’s about investing in our community’s most vulnerable and keeping Wayne County strong.”
