NEW LEXINGTON, Ohio — The Perry County Board of Developmental Disabilities (PCBDD) is placing a 1.5 mill additional levy on the November 2025 ballot to ensure continued support for children and adults with developmental disabilities across Perry County.
This proposed levy reflects PCBDD’s commitment to its mission to make connections, promote abilities, and enrich lives. PCBDD has a vision to create a community without barriers where people with developmental disabilities are empowered to live, learn, work, and play as valued members of their community.
Why now?
PCBDD has seen a 20% increase in people served since 2015, now supporting over 500 people with projections to reach 650 — 700 people by 2035. The additional levy will allow the board to continue to provide:
• Supports for children, both in early childhood and as they transition into school
• Employment and day service options for adults
• Residential supports for independent living
• Other vital programs like Help Me Grow Home Visiting, the Academy for Leadership Abilities®, Pioneering Possibilities, Summer Camp, and Respite
• Person-centered service coordination
Real impact in our community
PCBDD’s services are more than programs, they are lifelines for people with developmental disabilities and their families, like Nevaeh and the Collins Family.
“Nevaeh’s journey in our Early Intervention program has been nothing short of inspiring,” said Ashley Reed, Children’s Program Director. “When she first joined us, she communicated primarily through clapping and vocalizations. Today, with the support of our occupational therapist, Lissy March, Nevaeh is using multiple phrases independently and consistently pointing to express her preferences. Her growth in communication has been remarkable.”

Funding Realities
PCBDD is funded through:
• 70% Local Funds (property tax levies)
• 24% Federal Funds (property tax levy funds are needed as match to draw down these funds)
• 6% State Funds
Unlike other funding sources, property tax levies for county boards of DD do not increase over time, even as property values and service costs rise. This levy is essential to maintain services that promote independence, inclusion, and long-term sustainability.
What will it cost?
For a property valued at $100,000, the additional levy would cost:
• $4.41 per month
• $53.00 per year
This investment will have a lasting impact on the lives of hundreds of people with developmental disabilities and their families.
